It HAS to be beer I would voluntarily pay for. Lower-echelon is OK (light Kolsch or pilsner), just as long as it's cheap!

I can't beat that.
However, Brewer's Art's beers $3 at happy hour is a steal.
Victoria Gastro Pub does $2.95 happy hour featuring Old Engine Oil, Fullers ESB, Hoegaarden, Guinness, Brewer's Alley Kolsch and Aventinus (10 oz pours mind you).
yeah. hard to beat Brewer's Art, if you're talking quality/dollar.
does Gin Mill still have their ridiculous $1 draft happy hour specials? haven't been there in a few years, but they must have a craft brew or two on draft.
